Fics like Adrian will have custody of the Leaky Space Blobs, the Government can screw itself

Adrian (and a couple of others) are fully aware that Grace is an adult, but there is a reason that Rocky sent a secret message to Adrian with far more information than the one he sent to the government. They can keep on thinking Grace (and the surprise human) are pebbles, it gives Adrian more leverage than they realize. Rocky will not wake up to their friend being locked away if Adrian has anything to say about it, and Adrian has a lot to say.
