Since the Russians drugged and attacked him and Robin, Steve couldn't stand to get inebriated. Anytime he felt vaguely out of control of his body, he shut down. So when he's drugged at a party, he panics and ends up telling Eddie all about the base under the mall until Robin gets there to help. OR Steve has a PTSD induced panic attack from the Russians, and his friends help him through it.
