Elrond does not want to be king. Legally, he has to be king, and also legally, he can't. Gil-Galad doesn't want to not be king because he doesn't have a life outside of it and wouldn't know what to do with himself. Somehow, they make it work. The great platonic love story of their lives together from the early Second Age onward.
