The king decides it's time for Arthur to find a wife. To make the process easier, he parades a series of ladies before his son. But Arthur's spent a lot of time thinking about what he wants in a partner, who he wants at his side during his rule, and he already knows exactly who he wants. One day, the attraction becomes to much, and Arthur makes his move. Roughhousing is a great way to get closer, and it's not like Merlin's opposed. Not quite PWP... but close.
