Fics like Bats, birds, and the gossamer between

Gotham is no rookie to the unknown and strange; for decades, the city has housed colorful vigilantes with attitude problems, alongside attention-seeking and mayhem-loving rogues with varying dedications to puzzles, poisoned laughter, plants, and induced fear. So, when a new player in Gotham begins stringing criminals by their feet in webs, the citizens hold their breath and wait for their Birds and Bats to handle it. Only—weeks pass, and there's no sign of the unknown's capture, nor does the new player cleanly fit the description of any rogue or vigilante the city has seen. They do not boast about their kills; they do not target the innocent; what few movements they make seem impulsive rather than planned. Gotham and its Knights go anxious without their answers; GCPD is desperately trying to hide the most they can to delay panic, while prepping for Halloween and the inevitable rogue apocalypse that'll occur. Most of all? Tim wants to bitch-slap whatever god thought it would be funny to drop a new rogue in his city on his 21st birthday, of all days. (Or: This is my take on Peter in Gotham, attempting to use as few common tropes as possible.)
