Fics like Champion of Lust (and magical girls)
A more self aware Hiiragi Utena didn't get tricked in to becoming a Villain but chose to become one herself when given the opportunity. She relishes in the thought that her beloved Magical Girls will be thinking about her, talking about her and that they will rise to new heights because of her. No magical girl, no matter if light or dark, will be safe from this obsessive villain.
