Neil Josten knows he is a nightmare for witness protection. He lies, works only on his own terms, and is hopeless when it comes to the concept of "rehabilitation." But after surviving the Butcher of Baltimore, at the cost of his own leg, he figured he’d earned the right to be impossible. It wasn't him who asked for FBI custody, or to be caged in a luxury estate with Katelyn and her well-meaning parents, and he certainly didn't ask for a therapist who actually sees him, or her heavily cautious, golden eyed son who circles him like a lethal shadow. Trapped on crutches he despises and haunted by his father’s cleaver, Neil plans to stay a ghost. But when a desperate scream shatters the shore, instinct wins. He has zero business plunging into the icy ocean on one functional leg, but for the first time in months, Neil isn't crawling from his ghosts, he’s fighting. That suicidal stunt drags him into the warm orange glow of David Wymack’s marine rescue center, a place fighting the corporate predator Edgar Allan Marine Park. It also locks him into the dangerous orbit of Andrew Minyard, high on Columbia highs, fiercely protective, and completely unbothered by Neil's feral, self-destructive spite… or is he?
