Fics like History of the 25th Hunger Games: The First Quarter Quell

Honorable. Outcast. Egotistical. Prideful. Criminal. Diseased. Marauder. Deceiver. Rebel. Loyalist. Outlaw. Kingpin. Expendable. Orphan. Ostracized. Envied. Baneful. Pyromaniac. Failure. Two-Faced. Murderer. Purloiner. Corrupt. Greedy. When forced to turn against each other, citizens of each of Panem's twelve districts searched from any reason to justify voting a neighbor to participate in 1st Quarter Quell. Any name brought to the table was valid - better them than one of my own, people said. But in a country where fighting to survive was a crime on its own and any offense was punished with death, very few of reaping age were actually convicted of something that could justify a vote. And with despair looming and a strong desire to protect loved ones, in some of the districts, citizens found themselves voting for children whose only crime was having a disliked relative - such as the daughter of a Capitol sympathizer, the son of a man responsible for a construction catastrophe... or the little cousin of a victor who had failed to bring a tribute home for a decade. And with it, the Capitol had managed to prove how they were not so different - punishing children for the actions of their kin.
