The Fourth Avenue Café is a normal restaurant, as normal as restaurants who have a sign on the back door that says: You must WALK trash ALL THE WAY to the dumpster; DO NOT TRAIN THE RACCOONS!!! Or: Sakura runs a restaurant and employs the rest of L’Arc~en~Ciel. Somehow, no one gets fired.
