Fics like I'll Be Seeing You

Omega Steve is given the serum. They think it will make him bigger and an alpha. He comes out of the machine still small and still an omega, but with all the strength and other enhancements the serum was supposed to give him. He still saves Bucky from the factory and Bucky does what he's always wanted and claims Steve. Steve's always wanted that too. When Hydra tries to jump start his heat, it doesn't work out the way they think it will.
