A thousand years ago the Jedi Order made a choice. They were in the midst of a collapse, buffeted by forces on every side and afraid they were seeing the end of their Order. Most of the Galaxy saw soulmarks as little more than an interesting phenomenon. Debate raged between cultures, peoples, and planets, over how to interpret them. To the Jedi the choice was simple in the midst of much greater choices they were being forced to make. Take away any Jedi's soulmark. Remove one obstacle and point of contention. To the majority of the Galaxy it didn't matter, they ignored theirs regardless. But to Mandalorians the call of soul to soul is one of the most sacred bonds. Only one with a soulmark could be called as the Mand'alor and their other half as the Be'alor. Any who swore the oaths of a Mandalorian would know who these beings were. It was a call of soul to soul. Obi-Wan Kenobi was born with a soulmark. Taken away from him as an infant, he never felt the loss until fate intervened on the planet of Mandalore.
