Sam said Gabriel's words when they first met, so Gabriel has known for years that they were soulmates. But Gabriel has never said Sam's words and now that he's been rescued from Asmodeus, he's terrified to risk it. Close to a typical "first words" trope, where soulmates have the first words they say to each other written on their bodies somewhere, but with two twists. The words don't have to be directed at the person and they aren't always the first words. Sometimes it takes time or a drastic change for a soul (or grace) to be recognized as a match by the other.
