Fics like Family Doesn't Have to be Blood

Tommy is your average teen. Lives with his two friends. An orphan. Has trauma. Works at a coffee shop. All normal teenager things. One day he decides to become the vigilante Phoenix. Not like there are any heroes on his side of town. And all is well. He is loved by the public. He thrives. Until he catches the attention of the SBI, a group of villains, well known by the public for being villains I guess. Now he has to deal with the villains following him around trying to get him to go somewhere. What a pain. What he doesn't know is that avian hybrids are nearly non-existent, besides the Angel of Death of course, and he's caught the eye of some heroes. The SBI hope to keep the unknowing vigilante from falling into the wrong hands with the help from the other villains. In the process they accidentally adopt a trio of hybrids into their own little flock.
