Fics like Death Daggers

There are certain heroes who the commission allows, and even encourages, to kill their targets. When they get their licenses, this is indicated by a seemingly innocuous arrow typed after their names, playfully known as Death Daggers by those who have them, and almost completely unknown by those who don't. Shouta Aizawa has a death dagger on his license on account of it only being logical to have all options available to him if he needs them, so he knows what someone has to do to get that mark. So could someone please explain to him why four of his students, who don't even have their heroes licenses yet, already have a license to kill? WARNING: This gets very dark, very fast.
