Zuko doesn’t quite know how to build his own nest. He's taught it is in the omega nature of feeling safe, to be surrounded by comfort or happiness. Zuko hasn't felt safe or happy in years so he doesn't quite know what to do if he ever gets the desire to nest. (But when the day comes where he wants to nest, well, maybe Zuko will finally feel safe)
