When Tony takes Peter in after May's sudden death, he does so with the understanding that he, and by extension Pepper, would be there for the kid in a strictly mentor-esque manner. Nothing more, and nothing less - because who were they to replace what he had lost? Fortunately, they fail. Miserably. And the kid wouldn't have it any other way, regardless of how embarrassing it can be at times. Or Five times Pepper and Tony were literally the definition of Mom and Dad, and one time Peter showed the world what an amazing son he was.
