Fics like Black Sheep

In a world full of shifters, there is a natural hierarchy. The predators have always stood firmly on the top. But the world is evolving, and new laws are in place to unify the different species. In populated areas integration comes easily, but in rural areas the groups are more isolated. Castiel, a sheep-shifter, grew up in the pasture. Considered prey, he gets to reap most of the benefits of this new world. The only problem: it seems as though the local wolves are having a hard time fighting their animal instincts.
